The federal suit was aimed at New York City’s family policing agency, the Administration for Children’s Services (ACS), but for complex legal reasons the issue also wound up before the state’s highest court, the Court of Appeals, which extended its potential impact statewide. Therapists are, of course, mandated reporters of “child abuse.”
