The Care Act 2014 introduces a duty on local authorities to assess an adult who appears to have needs for care and support (needs assessment) 9 (1) of the Care Act 2014. If the adult meets the eligibility criteria, then a local authority will have a duty s18 or power s19 to meet the needs for care and support under the Care Act 2014. The care and support plan or in the case of a carer, a support plan should be personalised.
